Grant Bailey

Personnel Profile

Grant has over 15 years of experience in the design of 132kV, 66kV, 33kV, and 11kV networks consisting of both overhead and underground construction. He was also instrumental in the development of Network Standards for Line Design for Ausgrid. As part of this role, he was tasked with training and support of new line designers throughout Ausgrid.

Grant was on the committee for the original development of AS/NZS 7000 and HB331, and continues to take part in further development.

Grant is also intimately familiar with line design software such as TL Pro, Neara, Poles & Wires, and PLS CADD. He is also experienced in conducting ratings studies on Ausgrid’s overhead power lines.

Grant has been responsible for the investigation and improvement of standard construction assemblies used on overhead power lines for Ausgrid.

Grant was the company lead on LiDAR processing, geospatial data implementation, and data management for use in design and vegetation management. Within this capacity, he also developed Ausgrid’s policies on bushfire risk mitigation on long spans.

A career highlight was being the project lead on a custom system to measure the line blowout on a range of spans with different vegetation shielding to prove that vegetation surrounding powerlines reduces their movement, during high winds, in an approximate linear relationship. This work now forms recommendations within HB 331.

Grant has also developed an overhead line designer training suite that can be adapted to a range of different experience levels and software. He has now delivered this to more than 60 designers in CitiPower & Powercor with others lining up behind them.

Nathan Spencer

Personnel Profile

Nathan has had a wide range of experience in the consulting sector. He has worked on many structural design projects involving 3D finite element modeling, first principles design, product development, forensic assessment, corrosion assessment and remediation design, and numerous testing projects.

Nathan has been striving to advance the overhead power distribution industry since working for and then with Koppers Wood Products in 2006. Nathan has hands-on tested more than 1200 full-size poles of various materials. He advises standards committees on foundation and timber pole design, and on pole test requirements.

Nathan is especially interested in the long-term performance of all utility poles, and in the relationship between design and asset management. He is the convenor for the CIGRE WG2.67 on wood poles, leading a team of international experts. He is also well-studied in the field of pole foundation design and performance and wrote the revised foundation calculator for Ausgrid and the P-Y calculations and associated training material for PY-Pole.

Nathan also has specialist knowledge in the field of Polyurea, insulating coatings, and other advanced elastomeric coatings.

David Clancy

Personnel Profile

David has extensive experience in the electrical design industry. He has worked in CitiPower/Powercor for 17 years in the design team, in that time he has performed design works of many types from network augmentation to maintenance programs as well as commercial works for companies such as NBNCo and other utilities around Australia.  
David has specialised in setting up systems and providing first principles design expertise to designers so they can perform effective designs, specialising in setting systems such as LiDAR & digital twin, GIS, 3D design tools, AutoCAD & Vault (Autodesk drawing and document management tools), engineering/design field mobility solutions, developing system integration requirements and standards/work practice development & training. David has a long-proven track record of turning concepts and ideas into deliverables that people can easily execute. 
Davids’s experience and general passion for first principles design of powerlines means that he has been involved with a wide array of development projects over the years, lending his expertise to other areas to assist with development of design standards, asset management policies, vegetation clearance assessments, remote inspection and any other system or policy that may need first principal knowledge.  
David is now pursuing his Civil Engineering bachelor’s degree through RMIT to further increase his understanding of structural elements and materials used to build public infrastructure.
